Rajamouli ran over tales about the existences of Rama Raju and Bheem and associated the happenstances between them, envisioning what might have happened had they met, and been companions. Set in 1920, the plot investigates the undocumented period in their lives when both the progressives decided to go into obscurity before they started the battle for their country.

The film was officially declared in March 2018. Head photography of the film started in November 2018 in Hyderabad which happened until August 2021, inferable from the deferrals brought about by the COVID-19 pandemic.
